The Experience with Energy Efficiency Policies and Programmes in IEA Countries

In the last thirty years, certain criticisms of energy efficiency policies have arisen at regular intervals in nearly all IEA (International Energy Agency) member countries. The goal of this paper was to compile, categorise, and then evaluate those criticisms of energy efficiency policies. We also hope that policymakers

will read this paper and use it when called to defend their efficiency policies.
